Transitional Rate Adjustment CSSB 1 Section 48


long story short, the State is wanting to reduce the Interest/Waiting lists to receive services (which is great!) part of the proposal is requesting the HCS Case Management functions be transferred from the HCS providers to the local Mental Retardation Authorities (MRA such as Dallas Metrocare, Denton County MHMR, LifePath Systems, etc). there is talk that all the Case Management funding will be pulled from the HCS providers (such as Mosaic) and given to the MRA's as a result. the loss of funding will be detrimental and many providers will not be able to continue to provide services if this happens.

i need you to call or fax your Representative in Austin NO LATER than tomorrow. please ask your Rep to:

1.) support the Transitional Rate Adjustment in the state budget for 2010 and 2011 (CSSB 1 Section 48)
2.) explain that when the Case Manager functions transfer to the Mental Retardation Authority (MRA), the MRA Case Managers will only provide oversight to plans of care and ensure people are provided the services they need
3.) explain that the HCS provider (such as Mosaic) will be responsible for coordinating day-to-day services for people receiving supports and ensuring implementation of that plan of care
4.) explain both functions are very important AND both require adequate funding
5.) ask to please invest $24 million dollars to stabilize the HCS Provider system over the next two years to ensure
providers have enough funding to meet the needs of some of our most vulnerable citizens.
